The Alcohol and Gaming Commission of Ontario (AGCO) says people in specified liquor sales, service, sampling and delivery roles in Ontario must hold valid training certificates. Certificates must be renewed every five years; the AGCO has approved retail, delivery and Smart Serve training programmes for different roles.
Ontario’s AGCO says it licenses eligible grocery stores to sell specified alcoholic beverages and oversees responsible sales under the province’s regulatory framework. The LCBO is the sole wholesaler of record for beverage alcohol products sold to licensed grocery stores.
Ontario amended Regulation 746/21 under the Liquor Licence and Control Act, 2019 on 16 December 2025, with changes effective 1 January 2026, the AGCO said. Licensed grocery stores, convenience stores and wine boutiques may now advertise and sell alcohol online alongside other products, display energy drinks next to liquor, and apply a minimum retail price of $61.25 for 5,000 mL wine containers.

Changes cover retail pricing and sales, liquor delivery, and a new permit allowing attendees aged 19 and over to bring alcohol to designated events.
The Alcohol and Gaming Commission of Ontario (AGCO) updated its schedule of monetary penalties under the Liquor Licence and Control Act, 2019 on 11 August 2026, the regulator said in an information bulletin. The schedule was set by the AGCO board and approved by the Attorney General of Ontario after amendments to the Act's regulations. The revised schedule introduces new and revised penalties to reflect changes to regulatory requirements for certain licensees and permit holders.
Ontario’s Alcohol and Gaming Commission of Ontario (AGCO) says a new Affiliate Delivery Licence takes effect on 1 July 2026. It is for delivery businesses affiliated with licensed grocery or eligible convenience stores, and permits delivery only from affiliated stores’ inventory; the licence must be renewed annually.
